These can be a challenge. Include as much of the following information as possible. Whatever information you cannot find, skip and go to the next piece of information. Most of the information will be somewhere on the document. You will have to pick out the parts you need and put them in the right order. There are certain parts you should abbreviate:

Senate – S
House of Representatives – HR
Resolutions – Res.
Reports – Repts.
Documents – Doc.

Author’s last name, First. Name of the Government. Name of the Agency.
-----Title of the Document. Number and session of Congress. The House.
-----The Type of Congressional Publication. Place of Publication:
